Besides foreword and conclusion, the paper is divided into five parts. At first, the author has especially narrated geology and landform characteristics, scene genetic mechanisms and exploitation conditions of HaiLuogou Glacier Park, introduced the characteristics of tourism resources, such as the extensive, low modern glacier above sea level, the virgin forest of the large area and the hot mineral spring of the large flow, and appraised synthetically the tourism resources, then analyzed exploitation conditions and main problems.After introduced the successful experiences of tourism sustainable development of the domestic and international national parks and scenic spots, as well as described the theory of tourism sustainable development, and combined local conditions, a mode of protection, exploitation, and management as a organic whole in tourism sustainable development has been put forward to that protecting in exploitation, exploiting in protection, and scientific management is carried throughout ones that protection and exploitation.
