The urbanization in china has entered a starting period of accelerated development, but the current rural urbanization takes on a low-level and a balanced developing situation, which is characterized by the "excessive, dispersed and small?of little towns. The study on the rural urbanization during the transitional period is based on the above situation and aims at: deepening the understanding of the rural urbanization and making some beneficial proposals on the rural urbanization. Beginning with the concept of the rural urbanization, the article points out that the system obstacle is the determinants of restricting the rural urbanization development during the transitional period by analyzing the problems of the rural urbanization. After analyzing the determinants in the census register, the administration of little towns, the investment system and the social security, the article draws a conclusion: the current system should be innovated to establish the rural urbanization development strategy. Secondly, the article introduces the unbalanced and polarization theory to the urbanization construction, advances the center-town developing strategy and it's countermeasures. According to the concept of the center-town and it's developing strategy, the article studies the principle, the method and the procedure to construct the selection and assessment index system. By using the methods of the gradation analysis, theoretical analysis and expert in investigation, it builds a selection and assessment index system that sets up the ? theoretical foundation for carrying out the center-town developing strategy. In the end, the article dose a demonstration test to the Luquan city in Hebei province according to the center-town developing strategy and its selection and assessment index system. By computing and sorting the comprehensive development indexes of all towns in the administrative region of the city, the center-towns have been selected out and the developing countermeasures have been made too. It shows that -48- the selection and assessment of the center-town is suitable to the practical development of all towns in this city, and it also sets up a theoretical foundation for the Luquan city to construct the advanced strategy.
