Competition among countries in the 21st century is real talent competition. Talent competition, in a nutshell, lies in education and the key to success or failure of education hinges on teachers. As the International Board of Education, the 21st Century report to UNESCO stated:" Stressing the quality of teaching,that is,the importance of the quality of teachers,can not be excessive." Indeed, teacher education, as education in the heavy weight, have already been widespread around the world attention and become a focus of attention of national education researchers.Today, with the vigorous promotion of new curriculum reform,the domestic basic musical education took place a series of new changes, combined with the changes of high school education from the exam-oriented education to quality, which are made of music teachers in higher demand. The core of education reform is the change of concepts of teacher education, otherwise, basic music education reform will become an empty, and will become a mere formality. However, the concept of change, in education, is definitely not overnight. Due to the quality of teachers, and traditional concepts of education and other factors and constraints, basic music education revolution remain"phantom" status quo. In view of this, in order to make a contribution to basic music education in a thin edge, the title "The research of pre-vocational education of primary and secondary school music teacher " is regarded as a thesis research topic.In this paper, the whole process of pre-vocational education of the music teacher is for the study. During the study, for the ultimate purpose of cultivating qualified music teachers,Consistently insist on the principle of combining music education in normal college with the actual music teaching in primary and secondary school, to foster social development,advance with the times, and adapt to the needs and requirements of the new curriculum reform. Ensuring that music teachers pre-service education this dynamic, continuous process of development in all aspects become orderly, coordinated, systematic, integrated, and that music teachers throughout the educational process along the way get a constant growth. In addition, in the research process, I collected as much as possible the relevant foreign literature, which will effectively broaden our horizons in order to adopt many. Hope that through the comparison, for our general music teachers in primary and secondary school, sum up some valid experience; combining with the realities of the current domestic situation and the actual primary and secondary school music teaching,make some practical recommendations.
