The research results of previous academia were mostly focused on the management system of overseas trade in Song Dynasty, while the main subject of management——the officials of ShiBoSi were not involved too much. Because the qualification of the senior officer (called ShiBoShi) had transferred from the local ZhiZhou to ZhuanYunShi, and finally to the full-time ShiBoTiJu, therefore, the official groups had some special characteristics. In addition, the difference of the qualification had impacted the degree of their corruption and probity,the progress of foreign trade. This paper put the official groups of ShiBoSi as the research subject, according to their action results, the author classified them corruption and promising. Because the great profit of foreign trade, the Venal officers through misappropriation, extortion, bribery and so on for their own private wealth. While the promising officers, who were the most highlight part, not only self-disciplined, but adjustmented foreign trade policies to reasonable, at the same time, they also contributed to the local economic development, and they were the active participanters in foreign trade.The act of officers did not just represent their individual behavior, but also represented the national image of Song Dynasty, and it even affected revenue. When the officers were clean-handed, the merchant were willing to China, and the amout of foreign trade increased; when the officers were corruption, the commerce were afraid of illegal deprivation and did not dare to overseas, and the trade suffered. Although among the officials of these groups in ShiBoSi, the majority were corrupted, but there were good ones too. The promising officials discovered problems and solved them, put forward some practical proposals to promote the growth of foreign trade during the management process. In addition, they also actively participated to the local economic development, and contributed to the development of cities. The official groups of ShiBoSi and the government were in such an interactive process of mutual influence, worked together to the increase of taxes and the development of finances.
