Music education is an integral component of the specialty of pre-school education and also a major approach to finish pre-school education. It greatly relies on the piano education as well as the Orff music teaching methods to implement music education.Based on the supply-demand structure of pre-school education in Inner Mongolia Autonomous Region, this paper mainly describes the common inadequate use of piano education and the Orff music teaching methods when carrying out the specialty of pre-school education in Normal Colleges or Normal Universities,which leads to the focus discussion on the necessity and possibility to expand the music education in such a specialty. Its necessity lies in the reality of an obvious gap between supply and demand in the field of pre-school education while the study on the possibility tends to seek the possible ways to expand the music education on the base of an exploration of the key constraints.This article holds that the restricting factor to expand music education is not the improper structure of pre-professional curriculum that has usually been taken for granted,but the unreasonable allocation of the resources within the higher pedagogical education. There are mainly two kinds of educational resources,one of which is the visible,that is the source of funding for education and the total investment; the other is invisible, meaning the educational autonomy that is suffering from the financial constraints.Accordingly , this paper explored the above possibility by positioning the functions of both the government and the normal universities or colleges. It is proposed that as the investment subject,the Government and its departments in charge of education should not only have to help with the creation of both the multiple investors and the educational autonomy for the normal universities or colleges,but also have to strictly perform their regulatory duties so that a relatively abundant source of funding will be ensured on the one hand and the abuse to some certain normal universities or colleges from the market mechanism would effectively be avoided on the other hand,which on earth is an appeal for a limited government as well as a responsible government.When it comes to talk about the normal universities or colleges,it is suggested that they have to pursue the educational autonomy and independence in order to response the social demands accurately and timely,which will finally enable them provide qualified human resources. This is in fact the demand of high-quality teacher education and also the demand in the best sense of the term University.
