As it was always a situation with danger and terrifying waves on the route at sea, adding to the limitation of the technologies of the shipbuilding and navigation, the shipwrecks and other accidents happened frequently in the ancient times. The rulers in each dynasty applied themselves to the salvage for the humanitarianism or for maintaining the friendly neighbor relation, but such kind of salvage was uncertain. At the reign of Qianlong of Qing Dynasty, the emperor always gave the orders and delivered a series of corresponding policies for dealing with the accidents. This paper would analyze and classify the historical cases of Ryukyu refugee at sea on that time, tries to have a conclusion that the salvage system was founded gradually in the Qing Dynasty , and it was coincident with the policy of "placate and care the people far away " in the Qing Dynasty.
