Settlements came into being when China was developing to modern society. It was the result of western imperialist powers deprived of China sovereignty. But objectively, it speeded up the pace of Chinese society transforming into modern society. Shanghai is the first settlement among the Chinese settlements , which is a study emphasis when scholars study Chinese modern society. However, previous studies paid more attention to the development of settlements in the destruction of China's sovereignty and the restructuring of China's Modernization. They did not concern about cooperation and disputes between the different settlements. This paper will use Shanghai archives, Minutes of Directorate of Labor Ministry, North-China Daily News, ShenBao, ShanghaiXinBao and other original materials, from International Settlement and French Settlement's managing and constructing the Yang-king-pang, try to recapture the conditions of managing and constructing between the two settlements since the mid-1960s to the late 1970s, based on which this thesis briefly elaborates on analyzes cooperation and disputes between the two settlements. From them, we can realize the development of settlements. There are three parts in this paper.Chapter 1 expands on cooperation between the International Settlement and the French Settlement in managing and constructing Yang-king-pang.The two municipal authorities having been managed and constructed the Yang-king-pang's width, banks, bridges, sanitary and ship to resolve the problems of shallow river, bank corruption, polluted water, traffic inconvenience and other aspects. Among them, there were great effects in constructing banks and bridges. But sanitation and ship had not improved, it was getting worse.Chapter 2 centers on disputes on investment when the International Settlement and the French Settlement cooperate to construct bridges spanning the Yang-king-pang. In the early period of settlements, the English Settlement, French Settlement and Shanghai Taotai invested together. In the early 1970s, Taotai firstly refused to invest for the construction of bridges spanning the Yang-king-pang. Then, the French Council refused to afford half of the cost of bridge construction. The two municipal authorities disputed continually in accordance with their respective interests. But bridges were indispensable to the two settlements. In the end, the two sides cooperated again.Chapter 3 centers on disputes on bank invasion when the International Settlement and the French Settlement constructed the Yang-king-pang. Invading the Yang-king-pang mean serious provocation to the other, so the two municipal authorities maintained alert.In 1872, it was pointed out that the French Settlement invaded the southern bank of the Yang-king-pang, but the problem was delayed. In 1874, the problem was raised again. Ultimately, the arbitration judged to maintain the status quo. The two municipal authorities became reconciled.Through the above three parts, the paper point out: Because the International Settlement and the French Settlement separated of the two sides of the Yang-king-pang, they were "neighbours". Cooperation on boundary river became an inevitable and necessary thing. However, the International Settlement and the French Settlement were different in interests and positions. In many cooperation, the two municipal authorities disputed continually. Cooperation improved the change appearances of the Yang-king-pang. Disputes barred the construction of the Yang-king-pang. The Shanghai settlement also developed in the cooperation and disputes between the International Settlement and the French Settlement.
