With the development of the musical education in our country, the foster mode of the musical postgraduates changed from single-track system to dual-script system, that is to say from the country enrolling postgraduates to the country enrolling postgraduates and postgraduates on the job. According to the different musical fields, the models such as the class of academic degree, the music education postgraduate, the art postgraduate, the public art postgraduate on the job are formed.. The development of this mode is just for the need of the educational talents, creation talents, performance talents and the research talents in the musical field. It started in 2003 that foster the public art postgraduate in common colleges and universities. It is degree education designed by the Education Department for the teachers who take the public music classes so as to improve their theory knowledge and practice application. It is based on the aims designed by the Education Department. This foster model has been lasted for 4 years. The applied colleges and universities from the six ones in Beijing colleges to the 18 ones all over the countries. On the one hand, some colleges and universities foster the postgraduates basing on the requirements set by the Education Department; on the one hand, their plans are different according to the different situations. It is a course of problems and accumulated experiences. The author of the thesisacts as the experimenter——both an average university teacher and thepublic art postgraduate on the job, has experienced the course. The author analyzes and thinks over the experiences and problems out of the foster course and selected it as the research topic.This paper researches on the four years' fostering in the colleges and universities. Also the author reviews the accumulating experiences, analyzes the problems and provides the resolution. It is expected to make valuable reference for the education department through the reliable research, analysis and exploration. Also it is effective for the scientific and standard development of this kind of postgraduates.The subjects in this research are the three different types' universities: The Capital University, The Center Music University; Henan University. The research contents include: First, The foster subjects and the origin of the postgraduates; Second, The foster plan and the designed courses; Third, The teaching measure and the effect; Fourth, the existing problems; fifth, the necessity and feasibility of the foster model.The research results;First, the foster model has been developed since these 5 years. The accumulated experiences play important role in fostering the excellent teachers, improving the personal quality and ability. Second, the obvious difference exists in the foster object set by the Education Department and the enrolling postgraduates in the universities.Third, there is great difference as for the foster plans and designed courses. This suggests that there is difference in the objects foster.Fourth, there is necessity and feasibility of the fostering on the public music teachers. The foster model has formed the foundation.Fifth, we should strengthen the enrolling jobs and examine the learners' quality so as to avoid the changing quality of the postgraduates. At the same time, we should set the lower standard so as to provide more opportunities for the public art postgraduates on the job.Sixth, the Education Department should set the united foster plan and reflect the foster plan and teaching feature of all colleges and universities so as to ensure the foster of the objects.
