Colonialism is an internationally political and economic mechanisms of the World History after it came into the modern times, with the production and development of the capitalist economic forms, finally collapsed till the end of WWII which lasted for half and four centuries. Therefore, colonialism is a very important subject in the study of World History and is put a great deal of concern. The discussion about colonialism continues heated till now. However, the discussion on colonialism mainly about the non-colonial or neo-colonialism. The different views on this issue from the academic circle are the most prominent. The United States formally raised the"open door"policy in the 19th century, which started a new page in the World Colonialism. The United States with the slogan"open up"put the"open"principle into the colonial system and challenged the colonialism that continued for more than 400 years. It can be said that the "international trusteeship" Roosevelt proposed during WWII is the crystallization to the "open door" principle the United States had always adhered to. Therefore, the study on Roosevelt's international trusteeship system, not only can enable us to understand correctly and evaluate Roosevelt and his foreign policies, but can also understand correctly the nature and mechanisms of World Colonialism, at the same time get more comprehensive and deep knowledge of the essence and features of the foreign policies of the United States, as well as helping us to insight and dialysis broadly and profoundly traditional diplomatic thinking of the United States. It is better for us to provide a theoretical support and constructive meaning in the overall inspection of the diplomacy of the United States, the study of diplomacy and international political. The whole thesis is divided into five parts: the first part mainly analysizes the historical origins of the international trusteeship system. It has traced back to the founding spirit---national self-determination in the period of the foundation of the United States from the Monroe Doctrine, the Open Door, Wilson Ideals, as well as other aspects. The second part describes the decolonization thinking of Franklin·D·Roosevelt and the brewing and process about the concept of the international trusteeship system. The thesis stands on the decolonization thinking of Franklin·D·Roosevelt, through describing a series of Roosevelt's diplomatic activities to illustrate the formation of his international trusteeship system. The third part cards systematically that Franklin·D·Roosevelt carried out the diplomatic practices for the realization of international trusteeship system. Through several international summits, it shows that Roosevelt used diplomatic tactics to realize his vision of the international trusteeship. The forth part analysizes the status and function of the international trusteeship system. Through the analysis of the purposes and causes of the international trusteeship system as well as its justice ,egoism and compromise, it explains the international trusteeship system's function and significance to the United States and non-colonial movement all over the world. The conclusion, through the analysis of the production, proposition and function of international trusteeship system, makes an the evaluation about the world's decolonization movement and the international trusteeship system. This thesis believes that the international trusteeship system is an inheritance and development to the colonialism in the new era . Roosevelt's international trusteeship system reflects fully the United States, the new world centre, has its concept and plan in terms of the post-war world order, as well as the changes in the global strategic. Trusteeship system embodies the United States' ambitions to pursuit the world leader status. This program actually took over the slogan of the decolonization campaign belonging to the people in colonies and introduced a new type of colonial system. The purpose of this new colonialism is to put and end to the "British century" the Western European country led and established the new world order under the control of the United States, as well as setting up the United States' world supremacy status. On the other hand, it also reflects the traditional founding spirit and the principles of the foreign policies with non-colonialism color at the end of WWII. This spirit has certain positive significance to lead the world to the opening up order and integration trend.
