Nowadays with increasing international exchanges, news has become an essential part of people's daily life. As the'eye'of news report, news headlines perform a prominent role in accelerating information transmission and arresting readers'attention. Therefore, the study of headline translation is a crucial part of the study of news translation.Functionalist translation theory provides a useful guide for translation studies. Stressing the purpose of translation and functions of texts, functionalist theorists hold the view that to translate means'to produce a text in a target setting for a target purpose and target addressees in target circumstances'. They advance'adequacy'as the criterion of translation, which means the standard for translation will no longer be intertextual coherence with the source text but'adequacy'with regard to the Skopos. Since every action has a purpose, headline translation is also governed by a certain aim, which brings about certain effect. Therefore, this thesis attempts to explore E-C headline translation within the framework of functionalism.This paper begins with an overview of the development of functionalism, and then lays down the theoretic framework by explaining Reiss's functional text typology, M?ntt?ri's translating and theory of action and Vermeer's Skopos theory in detail. After a general introduction of English news headline is provided, the thesis dwells on the application of functionalist translation theory into E-C headline translation by specifying the text type of English headline, Skopos of E-C headline translation and criteria of E-C headline translation. Finally, the author proposes seven translation strategies and analyzes them with abundant examples in accordance with the Skopos. Translation strategies such as amplification, omission, conversion, imitation, paraphrase, use of punctuation and rewriting can be adopted in E-C headline translation under certain context provided that it can bring about the intended effect on the target readers.
