The form and development of city Qingdao not only lies on its external conditions, it also has tight relationship with the special history circumstances. Its develop course represents a specific type of city development in China with prominent academic value in the research of modern city history geography. The research of the history of Qingdao is already plentiful and substantial, but from periods chosen for research, that of the overseas mainly focused on two periods, namely from 1897 to 1937 and after the foundation of new China, but it lacks in research of city-orientation and city-planning of Qingdao in the year from 1937 to 1945, namely the period that Japan army occupied Qingdao for the second time. It's a limitation for the mastery of the whole development history of Qingdao. During investigation I found that, the Japanese literature related to"the plan of big city Qingdao"when Japanese occupied Qingdao for the second time, is relatively intact and abundant, it stands for programming thinking and practice of Japanese invader in Qingdao from 1937 to 1945. Those historical materials to excavate and this thesis to investigate, has important history value for the recuperation of the idea of Japanese invaders'to"develop"Qingdao, at the same time, it also exposes the ambition of Japanese invaders'to invade Qingdao, Shangdong province, even the whole China, it will also partly fill up the blankness in the study of Qingdao history.Historical materials to support the argument in this article are mainly the Japanese first-hand data during the aggression of Japanese in Qingdao, the use of new historical materials have been paid less attention to. Especially the survey report"Economic Matters in Qingdao Haven and it's Hinterland"(1940),"Traffic Countermeasures Focused in Qingdao"(1938)and"Local Planning in Qingdao, enactment compendium for the city of Qingdao"(1941),and"Development Planning of Japanese in Shandong"(1947), besides ,there are other data and archives from Japanese aggression organ Xin Ya Yuan and Japanese Industry and Commerce Association in Qingdao. This article unscrambles history materials with illustration analyzing methods, compare research methods, metric analyzing methods etc., and analyses concrete measures combined with district programming, city programming theory. Try to use new history materials with multisubject research methods, recuperating Japanese stratagem in developing Qingdao and it's hinterland by analyzes the new materials, and cast it's aim and characteristic.In the development history of Qingdao, the constructions carried out in the days of being occupied by German and reigned by Kuomin Party has changed its city visage greatly. Differently, the"Plan of Big City Qingdao"brought forward by Japanese invaders'during the second aggression in Qingdao aborted with the ending of the war. Except several constructions, such as partly continuations in the haven and small area building of the street in the city, other district programming and city programming measures haven't been carried out, so the pattern of Qingdao today is almost not influenced by the"Plan of Big City Qingdao". By unscrambling and analyzing the"plan of big city Qingdao"and other important history materials, this article analyses the typical"city on paper", and use the view of district programming and city programming, unscrambles the space composition of Qingdao and external traffic situation that was expected to achieve. On the other hand, it reveals the invade intent of Japan to depredate the resource in Qingdao, Shandong province and even the whole north China in the process of making the plan, this article also indicates that, the second city plan of Qingdao is a series single-side spoliative imperialistic plan, it is also an important step for Japan to achieve"integrate of Japan, Manchu and China", and ulteriorly to enlarge the invasive war.
