Engineering includes natural project and social engineering, cultural project is a branch of social engineering theories and the application of social engineering in cultural domains. It is a social engineering to adjust human and cultural relations; it is also the important means and method in cultural constructions. In modern society, cultural project has the theoretical and operational advantages in guiding and organizing cultural construction. Researches on cultural project benefits not only enrich the theory of culture and society engineering but also guide cultural constructions carrying on orderly. The researches consist of cognition, investigation and estimation. The cognition includes the basic elements, ultimate targets and studying methods. Cultural project operation process is a dynamic operation process, mainly includes decision-making, layout, operation and using-thing. Finally, there is a cultural assessment phase of the project, including elements of the assessment value, the assessed value of the principles and values assessment criteria. Of course, the use of material culture and cultural projects in the assessment phase of the process of mutual penetration has close ties. This paper tries hard to research the means of culture project, process and evaluation rule, and expand the domain of engineering philosophy; so it is more conducive to the construction and development of the socialist cultural undertakings.
