From The Establishment Of The Ding Bian Zuo Fu General To Know How The Qing Central Government To Manage The Outer Mongolia

After 1691's Duolun assembly, kaerka became the Outer Mongolia of the Qing Dynasty ,Kaerka Mongolia belonged to the Qing Dynasty formally. At this period , the Qing Central Government didn't set up army at there.In 1733,the Qing Central Government established the Ding Bian Zuo Fu General, and the general had great power to govern the Kaerka Mongolia. This article took the Ding Bian Zuo Fu General as clew,through three steps to relate the controlling policy.The first step :at the early time of the Qing Dynasty ,the Kaerka Mongolia and the Qing Government faced the same enemy ,they have the same benefit ,the kaerka Mongolia needed the Qing Dynasty's protect ,at this period ,Qing Dynasty needn't worry about Kaerka Mongolia's rebellion ,so ,the Qing government needn't instituted a special authority to operate.The second step: from the 1733 to 1773 was a interim.This article separated this period to three parts. The first part, from 1733 to 1754,at this period , the Ce Ling family took charge of the general ; the second part ,from 1754 to 1757, in this period ,the Qing Dynasty began to doubt the Kaerka Mongolia and tried to take the power back ,the third part,after experiencing the Qing Gun Za BU Rebellion, in order to make the Kaerka Mongolia soft, the Central Government let Cheng Gun Zha Bu act as general again. Until the 1773,the Qing Dynasty took the power back entirely.The third step : from 1773 to 1910. After the 1773,the general almost all acted by the Man nationality and has nothing relationship with the Kaerka Mongolia; and at the same time ,separate some power from the general to the Kaerka Mongolia, and the Qing government strengthened its controlling to the Kaerka Mongolia finally .
