The diplomatic failure at the Peace Conference in 1919 made the"Shandong Problem"a suspended case. To 1922, through all the struggles and efforts on Washington Conference in 1921 ,the suspended"Lu Case"—Shandong Problem was finally solved for the first time .Owing to the mediation from Britain and America ,China and Japan signed"the Treaty of Solution to the Unsettled Shandong Case"in the form of negotiation after the conference. In the treaty, foreign settlements, public property, railroads, mine and other aspects of transferring had been stipulated formally. According to the stipulation, from June 7, 1922 to December 10, 1922, China and Japan would send representatives separately to make up a joint committee, who would take the problems of Jiaoji Railroad, public property and other aspects as the subject of the negotiation. Furthermore, they would set up two joint sub—committees to discuss repeatedly about the details in transferring and rehabilitation through approximately successive 70 meetings. The process of this negotiation was quite complex, and both the domestic and foreign situations were complicated. Moreover, the negotiation itself also had two sides. As for the result of the negotiation, the public shared different assessments of praising and blaming at that time, while as far as the present research results are concerned, the evaluation doesn't seem reasonably sufficient, or appears one—sided or unitary.Based on the firsthand information about rehabilitation of"Lu Case", recorded by committee members, and taking some relative reference into account, the essay gives a relatively complete reappearance of the rehabilitation, especially of the negotiation. The essay shows us a brief explanation about the process of"Lu Case"becoming an unsettled case and the background of the rehabilitation affair. And the emphasis is on both the introduction to the negotiation and the resettlement of Qingdao, and the related analysis. The author has divided the procedure of the negotiation into two parts and seven aspects to outline the process of the bargain by both sides and analyze the interest for the two sides respectively. Simultaneously, the essay also discusses both the domestic and international situations that time and their impact on the negotiation. The author has conquered the rigid rules for criticism, and made an objective and justified assessment.Generally speaking, the negotiation and the rehabilitation have neither deviated from the treaty nor made many concessions. Many details in the result of the negotiation are not so satisfactory, and China suffered the high cost for regaining sovereignty. But these problems are due to the international background and the obvious shortcoming of the government at that time, rather than the policy and negotiation. We can't count on one or two negotiations to solve the problem of the rehabilitation, but the joint efforts. In the author's opinion, the negotiation and the rehabilitation have cut the cost and loss for regaining sovereignty, and the result is not so bad. At least the gain is bigger than the loss.
