Research On The Ethical Value Of The Setting Up The Village In Which Every Household Enjoys The "Five Guarantees" In Guangxi

The"Five guarantees", which has been practiced gradually in rural Guangxi, originated from the arrangement for aged people suffered from the bloods . Up to June of 2006, 5589"Five guarantees"in Guangxi have been set up ,in which more than 80,000 people are supported. Compared to separating support and centralizing support in old folks'home in the past, the"Five guarantees"construction not only absorbed their advantage, but also came over their disadvantage. It's characteristics such as humanity care, efficiency, multivariate participating, comprehensive services, normative management and so on. It's major samples are courtyard economy with living and relieving, production base with living and relieving , responsibility fields with living and relieving , and paid services with living and relieving. The construction of"Five guarantees"villages in Guangxi has solved the contentious problem by the Chinese government of supporting the rural"Five guarantees"families in the past 50 years since the foundation of new China, which is considered as a great breakthrough and innovation in the management model. And it also makes a great concern in the society. It's major problems are shortage of capital, difficult to coordinate between departments and low social security and so on.There are very important ethical values of the construction of the"Five guarantees"in Guangxi. Firstly ,'people-oriented'humanitarianism conception come into administrative ethics. It embodies the specific decision and social practice of municipal party committee and government. Secondly, Fair play and the harmonious ethics view about society development. Setting up the"five guarantees"makes the disadvantaged groups in rural get out of difficulties by affording social aid. This is a specific action pursuing more Fair play and harmonious society and sustainable development view. Thirdly, on the moral principle of the altruism. It's volunteer that people support setting up the village. the government offers most capital resources for setting up the village which indicates the government doesn't simple aspire after economic index. Fourth, establishing family ethics of socialism. Setting up the"Five guarantees"village embodies common socialism prosperity view and socialist collective spirit of supporting one who is in trouble from others. At last, The traditional moral virtue of venerating the elderly and helping those in distress and relieving those in need. Setting up the village in which every household tries to make"five guarantees"families spend their remaining years by"living in their house, eating their food, entertaining at their place".But it isn't denied that there are still many ethical dilemmas in setting up the village in rural Guangxi. Firstly, disagreement between intention and actual effect. There is a process that the significance and value of setting up the village are comprehended and identified in deed at large by local governments and turned into an effective and practical action. People there exist different opinions and requirements for the villages. Secondly, the relationship among responsibility, authority and profit for the participants is not confirmed . Setting up the village needs participants adapting, but it isn't adequate solution that how to distribute and coordinated the relationship among responsibility, authority and profit. Third, Conflict of personal interest and collective interest. On some problems such as confirming village sites, distributing land and usage of capital ,it is hard to avoid conflict on interest because people notice their personal interest. Thirdly, How to the classify the difference between the duty and obligation of the village? The scale must be matched with the development level of local economy, corresponded with the development condition of entire social insurance system. The measures must be suitable for local customs and their living styles of the villages and the elders. At first, people must be aware of the effect of the ethics construction. Secondly, some questions must be solved in right. That is to establishing a gradual views of development, to handle correctly the relation in the responsibility, authority and profit, advance legal building, fair and reasonable to maintenance personal interest according to law, to enhance further consciousness of society cooperation, and attach importance to guide function of moral public opinion.There are some research methods in the article. They are analytical method of literature, social investigation, empirical analysis and comparison analysis method. Analytical method of literature seeks for the key points and standpoints of the research, based on study and analysis of the materials. Social investigation method , involving in social investigation ,includes some facts for the theoretical research. Empirical analysis method ,through current examples and experiences, analyses the ethical dilemma origins to explore some methods to solve the problems in cognition. At last, Contrastive analysis method, by making some contrastive analysis, shows the essence and law in setting up the village and study some problems concerned with ethnical value.
