Perspective Of Change Of Security View And Crisis Decision-Making Of U.S. After "9·11" Incident

The United States is the only Superpower in the world of today and no countries can keep pace with it in the fields of economy, military, science, soft power, etc,. So the adjusting of its National Security strategy after the Cold War will have important effect on the situation of the world and the international relations.Although the former Soviet Union which lasted almost forty years is disintegrated, the wheel of world history is still rolling forward by the power of Cold War mentality. Especially the United States has become the master of the world, and erodes the strategic space which belongs to the disintegrated Soviet Union, and strengthens the leading poison of unipolar world, but United States completely failed to note that with the end of the Cold War most of the major powers in the international struggle for hegemony and the changes of national security environment in the main areas of traditional form of military, economics and politics. For this reason, it's historical inevitable that"9 ? 11"attack against the United States is the consequences of ignorance of changes in the international environment.After the Cold War, the international security environment changed essentially. Although the menace in the past disappeared because of the dissolution of the Soviet Union, a great deal of new menace sprang up quietly and extended quickly, such as the intimidating of the"rogue state"to the Americans, rising of the regional countries, proliferation of mass destruction, spreading unchecked of the terrorism and infiltration of the international crime and"non—government power"to the international security affairs. In order to solve these new problems, the United States is imperative to adjust its National Security Strategy.No exaggeration to say that"9 ? 11"incident is a turning point in the development of history after the Cold War. To research"9 ? 11"the whole incident and analyze the change in the perception of security of the United States before and after the attack and crisis decision-making is of great historical significance to the development of the post-Cold War world.In this paper,"9 ? 11"incident is a research point of the United States post-Cold War policy adjustments. This paper reconstructs different interpretations of national interests, foreign policy and national security before and after"9 ? 11"incident of United States, and analyzes the changes in the post-Cold War international environment and the increase in non-traditional security factors particularly, and the impact on national interests and foreign policy of these factors. The objective of the real world limits the development of history. For countries, the trend of the world is vast and mighty, those who obedience will prosper and those who resist will perish. Only policies which be formulated in line with the objective reality will ensure the effective implementation of the national interests. In fact, this is a profound lesson brought by"9 ? 11"incident for our country.This paper has three parts.Part one,"9.11"incident is not a history tragedy without foundation, but is of a board symptom and historical inevitability. The paper chooses some"affairs"to analyze that U.S. neglects the impending of important crisis because of crankiness of foreign policy.Part two, after the Cold War U.S. neglects the change of world security environment and continues the foreign policies of the period of Cold War."9.11"incident has become the turning point of amending policies of U.S. Because of the effective reply of government of U.S., crisis brought by"9.11"incident has become a favorable turn of vindicating national interests in the name of counter- terrorism.Part three, we can see that with the great changes of international security environment after the Cold War, untraditional security is more and more important, great changes have taken place in the national interests because of terrorism. Therefore it's necessary to establish integrated foreign policies aiming at untraditional security so as to vindicate peace and development of the world and national interests with harmonizing with other countries. This is of import realistic meaning to China who tries for growing up peacefully.
