The campaign of Truth is a foreign propaganda policy which was proposed by President Truman at the beginning of the cold war. The aim of the campaign is the people behind the "iron curtain". It intended to fight against the distortion to America in Soviet propaganda and spread the "truth" to the whole world. The policy was the core of the foreign propaganda policy during Truman's period, and was the "Marshall Plan" in ideology.The article aims at reflecting the character and influence of the propaganda in Truman period through "the Campaign of Truth". There are four chapters in all according to time line. The first chapter is mainly about the development of propaganda during the period from the First World War to the Second World War. The propaganda during the two world war experiences a course from downturn to revival and then back to the downturn again with the ending of the war. The second chapter represents the process of propaganda after the Second World War which became revival again from downturn period. The Fulbright act and Smith-Munt act establish the base of law for American propaganda. What is the most import is the Third chapter which reveals the background, develop, content and measure of "the Campaign of Truth". The fourth chapter summarizes the character and influence of American propaganda in Truman period. Although the foreign propaganda hadn't became the most important part in American safe policy, the developing during this period had made the policy of foreign propaganda become more and more important.The article discusses the development of foreign propaganda in Truman period through the "the Campaign of Truth", which is a microcosmic point of view, and aims at revealing the important status of foreign propaganda in American safe stratagem at the beginning of the Cold War.
