The Soviet Union disintegrated in 90's 20Cs. On which the scholars have most concerned is undoubtedly the reasons why the Soviet political power collapsed. Its centralization system does not mark the unique reason that it collapsed, but makes absolutely an important one. However, had the Soviet Union been a centralization system from the beginning to the end? Why didn't it become a democratic political power according to its establisher's assumption but produced the Stalin's regime that was highly centralized? What are the reasons? By combing the early history of Soviet Russia, this thesis aims to find out some hinges how it was deviated from democracy.
