Trading prosperity and the development of the commodity economy of the delta of Pearl River, promoted a batch of greater scale towns spring up. The government of Qing Dynsty had established kinds of orgnizations in the towns, because of the large floating and complicated composion of population, as well as more and more larger scale and important position. Besides, there were some kinds of traditional nongovenment orgnizations, they had very important value at that time in the management of the towns.The management of the towns in the delta of Pear River included two facts, economics and social business. There were three sides in the economical management, the first was the local government in Guangdong strengthened to the management of market order, to carry on the market commodity price norm by traditional local government influence. The second was carrying on the market commodity price norm by traditional local government influence. Lastly, for ruling of stability feudalism government, they had strengthened the management to the town revenue from tax through the means that authorities and town controller both to combine together. Moreover, the town development brings various public safety quesstion, various natural disaster and man-made calamity was also hard to avoid, the management nature of town public order, disaster prevention, public-spirited business becomes the corpus part that the town social business managed.
