| The thesis gives a main introduction to the circumstances of village self-government in Jiangsu province after the set up of Nanjing National Government, describing and evaluating the systems of organizations below the county level and their operations. Jiangning County is taken as a case example mainly for the reason that the village self-government there was then very typical, taking the mode of self-government under administrative leading. Besides voluntary or scholar-organized self-government group, villagers' self-government is mostly dependent on the force of state administration. The villagers' self-government now going on in our country mainly relies in the government promotions. The study on this mode here is intended to offer some experience on system and practice to the present villagers' self-government.The focus is the study on the financial level of village self-government, such as on the source and use of self-government expenditure from both systematic and practical perspectives, for finance is key to business and also the foundation of administration in every administrative organ. By now the outdated financial system is still one hurdle in our systematic modernization of counties and rural areas in our country. Before the discussion about the village self-government carried out after the foundation of Nanjing National Government, there is a brief mention about Chinese self-government traditions and the village self-government movement during the end of Qing Dynasty and the Min Guo period, to make the thesis integrity.In the effort of self-government in Jiangning, the expenditure, which was then nearly all from the land tax, was all along the focus of attention. But the dilemma was that rural economics were impoverished and people there could not burden any more, thus the tax levied could only maintain the self-government administrative expenses, leaving the enterprise expenses unsettled.During the time when the Nanjing National Government promoted village self-government, there was another reason for the failure: the plans of some systems, such as the sources and disposes of self-government expenditure, are improper. |
