These laws changed with the time and economy when in practice, and in Rongqing period, they became obsolete as Zhangzhou port began to open its gate to foreign countries. In this text, the foreign trade management laws of fist-phase are divided into three parts: foreign trade dealer management law, import and export management law and import and export trade management law. Starting with theses parts, the writer attempts to describe the general conditions of the changes in foreign trade management laws during about 200 years in early Ming, and detects the unstableness and unfairness.
