The research on Bohai kingdom has been developed further and further in recent years. The research on Heishui Mohe, a group of ancient minority in china, is of great importance to the research of Bohai kingdom. Since they lived in remote areas, Heishui Mohe seldom communicated with the Central Plains (referring to the middle and lower reaches of the Yellow River in ancient china) and historical records concerning them were very limited, which brought the bottleneck to this research. Considering the development of Heishui Mohe, author divided Heishui Mohe into three stages within the period of Bohai kingdom and tried to make a research on its rising, developing, migration and evolvementThis paper was divided into three chapters. First chapter focused on the situation of Heishui Mohe before Bohai kingdom was founded. In this part my research concentrated on their origin, distribution and relations with dynasties in Central Plains. After the forming of Heishui Mohe was introduced, based on the previous researches, the distribution of various tribes was analyzed. And effort was also paid to the ruling policies of Tang Dynasty and setup of regional governments by Tang Dynasty.Heishui Mohe, one of seven tribes of Mohe, came from the Sushen. They were once enthralled by Turks then paid tributes to Tang Dynasty. After Tang Dynasty conquered Koguryo, great changes happened to minorities in northern and eastern china. Some of the Mohe tribes escaped from northern and eastern china, some disseminated in various places. Out of all these tribes, Heishui Mohe was not destroyed; instead, they won independence due to their adamancy.
