Gan-Ning-Qing region lies in northwest of China, which is an important area of Hui Muslim inhabit and multiply. Local Muslim formed a particular humanities view during the long process of their development. At first years of Qing Dynasty, Qing government paid more attention to Muslim because of the great change of Muslim society. The aim of inner Muslim and Islam policy was to deal with the issues happened in Gan-Ning-Qing Muslim region.With abundant and thoroughly data, this paper made full use of historical literature, applied the method of explaining and analyzing, drew lessons from the methods of social on-site inspection and policy analyze of politics. At the basis of absorbing in former research, the paper systemically studied the evolvement of Islam policy of Kang-Qing period which based on evolvement of inner society organizational structure in Gan-Ning-Qing Muslim region at the first years of Qing Dynasty. The paper also tried to discuss the relations between them and set forth the author's opinions on Muslim society and Islam policy at this time.
