The evaluation of psychological education is an integral part of the psychological education in primary and middle schools. It can guarantee the development of psychological education towards a normative and scientific direction. This paper, based on case study of the educational practice in Hexi District of Tianjin, does a research on the evaluation of psychological education in primary and middle schools, with the purpose of discovering the laws of the evaluation of psychological education in primary and middle schools. The content mainly focuses on the construction of an evaluative target system, the formation of a new evaluative method and a new evaluative mechanism.This research is based on the related theories of psychological education and educational evaluation, and introduces some of the previous practices and results of researches on the evaluation of psychological education. Then based on the educational practice, the author expounds systematically the construction of the evaluative target system and its procedures.The construction of an evaluative target system should be directed by advanced educational evaluative theories and scientific designing methods, based on the status quo of psychological education in primary and middle schools, and guided by the expectant aim of development. The designing principle should be scientific, embody the developing level of psychological education in Hexi District and its characteristics, lay emphasis on the evaluation of the process of psychological education, and qualify and simplify the evaluative target as much as possible to guarantee its accuracy, objectiveness and feasibility. This paper makes the evaluative target system for psychological education more reasonable and scientific by defining the status and utility of different levels of targets based on systematism and expounding the method of constructing a mathematical model for allocating targets.This paper also describes the evaluative method and mechanism of psychological education in Hexi District. Previously, the psychological education was evaluated by the administrative departments, but now the administrative departments cooperate with the social agencies. In this way, the affective factors can be eliminated to some extent so that the objectiveness and justice can be guaranteed. In the end, the author analyzes the results of evaluation and tests the validity and reliability, which proves that the evaluative target system, the evaluative procedures and the evaluative method of psychological education in Hexi District are feasible and effective.This paper, based on the related researches by foreign scholars, examines the cases of educational practice, thus constructing a new evaluative target system for psychological education in primary and middle schools. This system adopts new evaluative method and mechanism, which is a beneficial exploration for scientific administration of psychological education.
