During the period of the new policy at the end of Qing dynasty, some Mongoliannobility and Man-Han princes separately posed some proposals to change and develop Mongolia economy, to strengthen military-political dominion over Mongolian, and to assimilate the Mongolian and the Han. The thesis tries to comparatively study the contents, motives and purposes of the proposals above all, because these proposals are one important link in the domain of modern history.The thesis consists of three parts, including the introduction, the body and the conclusion. It is approximately 35,000 words. The first part of the body analyses the political and economic changes of Mongolian society before the new ruling Mongolian policy at the end of Qing dynasty, and the new ruling Mongolian policy. The second part of the body assembly presents the proposals of some Mongolian nobility and Man-Han princes. The third part of the body concretely introduces and comparatively studies these proposals from economic, military-political and culture-educational angles, and then points out the difference in contents, motives and purposes of them.
