Qian Long , the 4th emperor of Qing Dynasty , decreed the compilation of Siku quanshu , hence there was a nation-wide campaign of book collecting and banning from 1772 to 1793. Fujian Province had been an active part in this campaign form beginning to end . During those years ,213 kinds of books were collected in Fhjian Procince ,130 kinds of works of 90 Fujian writers were banned , while 744 kinds of books were recorded in Siku quanshu zongmu . This campaign had a positive effect on preserving Fujian local literature , while at the same time brought tremendous and unprecedented damage to Fujian culture .
