The foreign language specialized school in the article means ordinary middle schools with specialized foreign language-teaching, They are also called Foreign Language School. Their main task is to provide excellent students to domestic and overseas Universities, at the same time, They train all kinds of foreign language talents. They started to develop in 1940, There were continuously three groups including about four hundred Foreign Language Schools established all over China. No matter they are newly built or changed from weak schools they could always become outstanding within several years, to be famous schools in their regions. This phenomenon is called "Foreign Language School phenomenon". This article tried to analyze the common rules for the establishment of Foreign Language Schools from the point of theory of organizing culture, it discovered the reasons "FLSP" in a certain degree, It offered a certain reference to Foreign Language specialized schools, other specialized schools or even ordinary middle schools. It can be add to the organizing theory of foreign language school. It is divide into three parts.Part one: The theory of organizing culture and the revelation to Foreign language school establishment by the theory of organizing culture. First it clarified organizing culture and school organizing culture, specialty of a school and specialized school, and the basic connotation of the concept of a foreign language school; Then it discovered three ideas that the theory of organization culture gave to the establishment of foreign language specialized school, That's to set the developing level of foreign language school reasonably, clarify the basic point of its development; handle the factors properly, which make up to foreign language schools, make clear about the key points of the establishment and development; to observe the process of building a foreign language school, show the emphasis in different period of establishment anddevelopment.Part two: The weak point during the establishment of Foreign Language School. The article mainly analyzed four weak points: the first, it can not deal with the relationship between the entirety and its parts properly, it can not make it a jump from "foreign language specialty" to "Foreign Language School"; the second, it can not balance the relationship between creation and tradition, so it can not realize "from language education to culture education", the third, it can not balance the relationship between development and stability, it can not assure the stability of every period and also the internal continuation, the fourth, it can not deal with the internal and external causes properly, it can not realize the development of a good scale and benefit of Foreign Language School.Part three: The creation of establishment foreign language schools. According to the weak points of the establishment, this article raised four creation points, they are, to deal with relationship between the entirety and the parts properly and build the organizing culture and spirit of Foreign Language School, To deal with the relationship between tradition and creation properly and build a "trans-cultural project" of Foreign Language Schools, To balance the relationship between stability and development, and try to make as much sovereignty as possible for the school, To deal with the relationship between the internal and external causes properly and create the external conditions and internal basic for the development of foreign language school.
