During the Qin Dynasty, people constructed ChiDao, which was a special kind of passing way. And The Silk Road emerged in Han Dynasty. Post Road had come into view From Tang Dynasty. Zuo Gong Avenue was built up in Qing Dynasty. From the long river of Xinjiang history and take the examples enumerated above into account, we can easily find that extending the road and putting the advanced vechiles into use has played a very important role in political, economic, and culture development in Xinjiang.The Civil Aviation is a main part of Xinjiang Traffic System. Xinjiang Civil Aviation industry has been developed for 70 years since the first plane arrived in Dihua Ancient City which was the trial flight of the Euro-Asian Joint-stock Aviation run by China and German at 5:30, 22nd December, 1931. However, the systematic investigation about the Xinjiang Civil Aviation has still been a blank gap. Moreover, Xinjiang Uygur Autonomous Region is a very important strategic area in the country's developing program. So the study of the Xinjiang Civil Aviation Industry is the importance object.According to the developing process of Xinjiang Civil Aviation, this essay is composed of two parts including four chapters covering three history periods.Part I tells about the situation of the first history period called former P. R. C. Period. And this part comprises the first two chapters which talks about Euro-Asian Aviation and Ha-A Aviation came into Xinjiang. The purpose of the Euro-Asian Aviation was to help Xinjiang Civil Aviation in developing. AndHa-A Aviation laid the foundation for Xinjiang Civil Aviation. However, this part argues that the emergence, prosperity and decline of Xinjiang Civil Aviation reasoned on the political, military force and geographic features. Moreover, Xinjiang Civil Aviation took the place of the quarter centers of the National Civil Aviation.Part II tells the situation of Xinjiang Civil Aviation after the foundation of P. R. C. This part can be divided into two chapters including three turning spots. The first chapter expounded the development of Xinjiang Civil Aviation before reform and Opening Policy and this chapter consists of three particularly featured contents. Section One was the first turning spot in the developing process of Xinjiang Civil Aviation, which named Dihua Airline Administration Department of Chinese-Soviet Civil Aviation. During this period, Xinjiang Civil Aviation had full conditions for developing and strengthening. But Xinjiang Civil Aviation was definitely in slow and staggered development because of the turbulent political situation and all kinds of contrary troubles from inner and abroad as well. So after the foundation of P. R. C., Dihua Airline Administration Department of National Civil Aviation became one of the three biggest administration departments. At that time, the development of Xinjiang Civil Aviation had necessary basis including amplify organization, complete regulations to be carried out and self-controlled airlines, etc.Section Two tells the process in the period of Urumqi Airline Administration Department of National Civil Aviation. And it was the highest position that Xinjiang Civil Aviation had ever occupied in National Civil Aviation. But this prosperity only lasted for four years because of the less developed economy in Xinjiang. Section Three tells the period of Administration Bureau of Xinjiang Uygur Autonomous Region of National CivilAviation. During this period, Xinjiang Civil Aviation inevitably stagnated because of the less developed region economy and the political situation of the country.Chapter Two is divided into two sections take the theme of the reform and development. The first section tells the beginning of the reform and development of Xinjiang Civil Aviation. All positive measures had been taken to make preparation for further development.
