The Research On Legal Supervision Of Chongqing Banking During The Period Of Anti-Japanese War

The financial industry in China was derived from ticket number of money shop, and the bank really appeared in the late of Qing Dynasty. On the legal control of banks, the government did not value on it at first; and until the bank had played an increasingly important role in the economic life, it began to enact some relevant rules. Before the Anti-Japanese War, the bureaucratic capital economy governed the banks of national government in a casual way. The government did not decide to strengthen economical management until outbreak of the war, which caused a situation of price soaring and supply shortage. In this period bank management, therefore, was very different from that in normal times. After Nanjing city and Shanghai city were occupied by enemy, Chongqing, as a political and economic center in wartime, became an auxiliary capital, where had strict and distinct rules about bank management. The article aimed to discuss the development of banks in Chongqing and their relevant measures of legal control in wartime, and analyzed their characteristics.The article, about thirty thousand words, could be divided into five parts:Chapterâ… : Introduction. It described the practical significance, theoretical meaning and materials gathering information of the topic, and briefly summarized its relevant research findings. Then narrated its outlines and research methods, and analyzed the key points, difficulties and innovations might be encountered in the process of writing.Chapterâ…¡: It was about the overview on the legal evolution of banking supervision. First introduced implementation and general situation of the bank management, which could be divided into two periods of initial one and further one, and the supervision range and intensity of each period was distinct. Second, narrated the developmental situation, before and after the war, of banks in Chongqing, and made a comparison of the dynamic changes between the two periods.Chapterâ…¢: It focused on the content of legal supervision system of banks in Chongqing during the wartime. The legal supervision on currency was an important part of government's measures. Unified currency issue and reforming currency system were the crucial moves to answer financial aggression from the enemy and the puppet regime. During the wartime, it was so upset that to campaign to save nation-building savings for the return of funds, but it also a distinct one. The implementation of deposit specific system and stable interest rates, as important measures, was not only beneficial for modernization of banking, but also for government to make great efforts to supervise. Planning to launch securities and commercial market in Chongqing, though came to nothing ultimately, it also paved the way for their construction in the future. Biqi system was a distinct saving project in Chongqing, and to abolish it also an imperative act to control interest rates. Setting up Joint Preparatory Committee on Banking Sector in Chongqing, was also a measure for government to supervise banks directly.Chapterâ…£: It made an evaluation of legal supervision system on banks in Chongqing.
