Social economy and finance is the basis of political stability and cultural development. In Qing Dynasty, it was difficult to distinguish Zha Sa Ke leader from his office expenditure in the financial revenue of Alsha Hushud Banner, whose main resource was from salaries, granting, relief funds, taxes handed by local residents, earning from developing the earth, resources taxes, etc. Whereas the financial expenditure mainly consisted of military costing, religious expense, living expenditure of Zha Sa Ke and his administrative expending. But these expenditure brought a heavy burden for the banner's finance. In the aspect of financial administration, the revenue and expenditure was charged respectively by Nuyan Bank(Interior Bank) and Banner Bank(Exterior Bank). In the late Qing Dynasty, the self- administrative mode of Alsha Hushud Banner's finance became degenerated as other Zha Sa Ke Banners. Therefore, the financial crisis enhanced the appearance of phenomena:borrowing money from Han Minority privately or in public.
