The Railway Construction In The Late Qing Dynasty

Abstract/Summary:
At the beginning of the construction of railway in China, there were many difficulties, such as the shortage of capital and talents and the backward in technology, material shortage and the experience of engineering management flaw, etc, these problems has been centralized in LuHan railway. As a protagonist of the LuHan railway, ShengXuanHuai participated in the whole process of railway construction from planning to the negotiation of lending loan. During this process, he managed to solve many difficulties, and ultimately ensure the completion of LuHan railway. The problems Sheng faced in LuHan railway construction and the accumulated experience provided useful reference for other railways construction. So the study of Sheng and LuHan railway construction is important for us to learn the cases of railways construction late Qing Dynasty. Besides the introduction and peroration, the main body of the article is divided into five sections.The first section is about getting Supervision right of LuHan railway construction. This section has introduced Sheng's realizing and thinking of railway in a long period, simply narrated the construction of LuHan railroads, and focused on the relationship between the LuHan railway construction and the HanYang iron works Sheng had undertaken, which is as a result of the common interest between both of them.The second part is schemes of Sheng's construction. After the Sino-Japanese War, with the pressure of the financial crisis, the government has different opinions about raising fund when they faced the problem of a huge cost of money. In this situation, Sheng proposed the establishment of China Railway Corporation with the purpose of raising the fund from the government, the businessmen and the foreigners. With Zhang and Wang's support, he got the Qing government's approval. China Railway Corporation had both the form of modern joint-stock company and strong feudal factors, and it was the typical transformation to modernization in the late Qing Dynasty's enterprise. The third is the negotiations of lending the loan. After the qing government decided to run the LuHan railway, in order to achieve the right of lending, the fight between western nations were violent. Sheng's intention is to use the the powers of contradiction to restrict them to get the best loan scheme. However, because of Zhang's being credulous to Belgium, Sheng's strategy went broke, falling into Belgium's mesh. With the change of international and domestic situations, the situation deteriorated, making the negotiations for lending more tough, and it became a protracted diplomatic bargaining, causing a great loss.The 4th is the personnel management of LuHan railway. Besides the insufficient funds in LuHan railway construction, another biggest problem is the lack of talent. Sheng made the following several solutions:Firstly, to think a lot of the "guest", employing the foreigners is not only the way to grab the rights and interests in China railway rights for the company having creditor's rights, also it is a reflection of talent shortage in China. In hiring work, Sheng kept the principle of using the best by signing contracts to restrict the foreigners'behavior. Secondly he chooses good employers by making good use of the relationship of teachers, colleagues and friends. Third, he insisted his talents training. Sheng's solutions of railway talents become a guideline for gathering large quantities of talents in railway construction, and his talent thought also makes large quantities of talents inThe last section is the management and engineering of LuHan railway. LuHan railway is China's first major trunk railway line, and how to organize construction and management of the railway well is not only to Sheng but also to the whole Chinese is a new topic, but under the condition that there was no such a same experience to follow, Sheng overcame lots of difficulties, ensuring the completion of LuHan railway ultimately.From all what Sheng did in LuHan railway construction, his railway way is more practical, it is this practical style that he can manage to solve difficulties in the railway construction process and make sure the railway engineering can go smooth. But meanwhile, limited by his time and his way of thinking, there were many irrational actions in the process railway construction, which more or less had bad effects on LuHan railway construction.
