Luoyang enjoys a long history and has always been well known as the ancient capital of nine dynasties. Emperor Yang of Sui redesigned Luoyang and designated it as the eastern capital, making great contribution to the development of Luoyang. Luoyang was restored to prominence when Emperor Gaozong of Tang declared it the'Eastern Capital'in AD 657, second only to Chang'an, the'Western Capital' In the following 34 years after he took the throne, Emperor Gaozong went to Luoyang for seven times and spent 3263 days there. After Emperor Gaozong's death, his wife Empress Wu lived in Luoyang for 49 years from AD 684 to AD 705. After she assumed the title of Empress Regnant, she only spent two years in Chang' an. Luoyang enjoyed brilliant prosperity because of Empress Wu's affection and management.As an ancient capital of high level, Luoyang has good conditions for developing urban tourism, such as the open city structure, convenient transportation network, and abundant tourism resources. The eastern capital-Luoyang during Empress Wu Period launched extensive urban tourism activities among tourists of all kinds, and brought about a variety of travel intermediary. Based on the transportation network, tourism resources and other conditions, this paper explains the situations of Luoyang urban tourism and summarizes its characteristics and reasons for prosperity.
