OBJECTIVEThis study tried to develop systematic, scientific and feasible quality indicators for the Community Health Nursing(CHN)evaluation,which would in according with the status quo of Community Health Services(CHS) and contribute to the standardized development of quality management.METHODSThe initial indicator database was established through systematic literature review and expert discussions. The dimensions of the evaluation index,indicators in each dimension and core indicators were determined by Delphi expert technique. The weight of each indicator was established by the importance grade. Conducted an evidence-based survey on quality assessment of 12 CHS centers, which were selected out of 10 major urban districts in Chongqing City by stratified random sampling.RESULTS1,There were 62 quality indicators in the evaluation index, comprised 3 first-class indicators, 17 second-class indicators and 42 third-class indicators.2,In terms of the insensitive,distinctive and applicable nature,15 core indicators were selected, including 4 structure indicators, 7 process indicators and 4 outcome indicators.3,The comprehensive quality grade of CHS centers varied from 68.83 to 90.78 score. The grade span was 21.95 score,and the average quality grade of 12 Centers was 79.43 score.CONCLUSION1,Based on three main quality elements: structure, process and outcome, the established evaluation index focuses on"six in one"function, and provides oriented effects positively in the development of CHN. It is practical to carry out and could serve as an instrument for the quality evaluation system.2,The implementation survey shows the service quality of CHN in Chongqing is comparatively good, most community residents are satisfied with the public health service . In future work,the quality of information management, community-based rehabilitation care and chronic disease management should be further emphasized.
