| The integration management of Township and Village health services(hereinafter referred to as "integration")is to strengthen rural hospitals on the management of village-level health organization, with township hospital as a center, and the village health personnel, financial and material from the unified management of township hospital, and workers in village health from the unified employment. The organization and unified planning and rational distribution of scattered independent health and clinic make that township hospitals and village health share the basic medical care and preventive health care in area. It is also the reasonable adjustments of the traditional network of village level health services and thereservation the two features and advantages of network services.Chongqing is a big city, large rural areas, a large reservoir as a whole,a big City with a set of three economic zones in China, the national comprehensive reform and pilot area between urban and rural, and the subordinated district Qianjiang is a miniature of population composition and economic situation in western China even the vast rural areas. Therefore, health reform in Chongqing is typical and replicable. The basic medical and health institution as the primary subject is the main provider of the basic medical and health services, and the integration management of Township and Village health services is an important building measure in primary health facilities. Therefore, the present study of Qianjiang District, the integration of rural health service management is belonging to the World Health Organization (WHO) 2008-2009 two-year project "The Implementation and Strategy of the Basic Medical and Health System in Chongqing Municipality " This topic is aim to study the implemented condition and successful experience and supporting measures of the integration of rural and health service management, and to explore the successful reasons of integration, to find the successful conditions, to summarize the successful characteristics of other region, to draw the less successful lessons, and to explore in similar areas with the promotion of universal experience and policy recommendations.There is no fixed pattern of integration, and to some extent, the purpose of the reform decides success or not, "Qianjiang model" is more successful, but not the only. It is suggested that each place cultivates and guides the successful integration according to the local conditions, and then to typical full push. In addition, what formed in the"Qianjiang model"of integration is similar with the relations between community health service station and community health services center, not only with reference to the vast rural areas, but also provoke some thinking on the urban community health services. |
