Health is our most valuable wealth, the basis of various production activities, the human pursuit of the eternal subject. "Let the people enjoy health," it is our basic state policies, since the mid 1980s. In order to achieve this goal, the medical reform has been started by our country. Though several setbacks, being summarized in the exploration and after nearly thirty years of efforts, we have made progress and achievements in many aspects, such as the improvement of people's health and the establishment of the medical and health services in public hospitals system, the reformation and improvement of medical insurance for urban workers, the Prevention for serious infectious diseases etc.. The development of public health services will not only contribute to the national health, but also for sustained economic growth and social progress in providing adequate human resources and intellectual support for stimulating domestic demand and expanding consumption, promoting development of related industries . It is undeniable that, in our country, the government-run health care services are not only superior in the number of beds , but also in the market share of medical services .In this paper, we use the actual situation of Zhejiang Cancer Hospital as an example, elaborating the development of the theory of public hospitals at home and abroad, a variety mode of management, and other aspects of the problems that the public hospitals are facing ,Preliminary studying how to coordinate the relationships between the public hospitals and government , improving the operational mechanism of public hospital reform and innovationoperation , Discovering the Public hospitals how to improve the management system, the overall quality level and the development of their own power and other aspects under the background of New medical reform. By the time that the public hospitals are facing increasingly difficulties and challenges, this paper will be useful in promoting the construction and development of public hospitals in a long-term.
