Performance Evaluation Of Public Hospital Based On Extension Theory And Balanced Scorecard

At present, there are serious "difficult and expensive medical treatment" problems in China's medical market. Our country as the input side of public hospital pointed out that we should insist on the public nuture of public hospital in 2008 public hospital reform. Hospital performance evaluation is an important means for hospital management. In order to improve hospital management, to ensure its public nature and to satisfy the medical needs of patients, our country need to establish a suitable performance evaluation system and method for guiding the healthy development of public hospital, supervision and management of public hospital and making the public hospital really return to public nature.Currently, there are many scholars studying hospital performance evaluation, but the studies only limit on the index selected. There is not the study based on the performance evaluation model. The purpose of this study is to establish a public hospital performance evaluation model based on a detailed index system. The study's innovation is that it uses the company performance evaluation's Balanced Scorecard theory for reference to design its index system and combines balanced scorecard with extension theory to establish the performance evaluation model.Firstly, the study establishes the performance evaluation index system based on the Balanced Scorecard and determines the index weight by Analytic Hierarchy Process. Secondly, according to the element analysis of extension theory, the study establishes the extension evaluation model based on the index system of the Balanced Scorecard. Lastly, we get relevant basic datas by conducting three public hospitals in Harbin and verify the correctness, feasibility, scientificity and practical significance of the model by using empirical study.The performance evaluation of public hospital can promote the hospital to improve their medical services and technical capabilities and help the government supervise and manage the public hospital. Its fundamental purpose is to meet the health needs of the people. Therefore, the study of public hospital performance evaluation is of great significance in the current environment.
