The Influence Of Different Methods Of Payment For Medical Costs

The fairness of Medical insurance system is reasonable for the guarantee of the basic medical needs of the people, raising the level of people's health, safeguard the social harmony and stability, and promote the economic and social development. It has played an important role. The current multi-level medical insurance system includes basic medical insurance system that is the main part of Chinese medical insurance system. The basic medical insurance system includes basic medical insurance for urban workers and residents and new-type rural cooperative medical insurance. And the national military insurance system, as a special form of medical insurance, has also played an important role for the stability of our country and sustainable development of economy.In this paper, we analyse the influence of different methods of payment on the medical expenses, with the cases of hypertensive patients in People's Liberation Army 161 Hospital, in order to analyze the role of the urban medical insurance system and the military medical insurance system and the problem of high drug prices under the medical insurance system.Through general analysis of the situation of the hypertensive patients, the analysis of the components of the medical expenses under different methods of payment of medical expenses, and the application of gray correlation method, the analysis of the influent factors of medical expenses under different methods of payment, we conclude that the urban medical insurance system and the military medical insurance system has played a significant role in ensuring the basic health care demand of residents and soldier, in reducing the financial burden of medical care of patients and in increasing the level of public health. Especially the military medical insurance system has control the growth of medical costs effectively. For the same disease treatment, the cost of per hospitalized patient under military medical insurance system is far less than that under urban medical insurance system and self-payment. Under the military medical insurance system, the charges of drug accounted for a less proportion of medical expense, and it is no longer the most important factor for total cost. But at the same time, there are some problems of urban medical insurance system, it can not control the growth of costs effectively, and its per hospitalized patient cost is even higher than that of self-payment. Under urban medical insurance system, the proportion of drugs is more than 50%, and the drug is still the most important factor of the total cost of medical care. From the number of patients'hospitalized days, the efficiency of military medical insurance system remains to be improved. From the proportion of the methods of payment, we can conclude that the coverage of urban medical insurance remains to be further expanded.According to the above conclusions of the data analysis, we need to attach importance to and strengthen the supervision of the drug supply, drug distribution and pricing of the drug; With the development of Chinese aging population, the changes of the components of diseases, our government should further expand the coverage of medical insurance system, particularly give welfare for the weaker groups; The new medical reform program will soon publish, the list of essential drugs may consult the pharmaceutical list of the military insurance system, in order to control the growth of medical expenses more effectively, and protect people's health and personal benefits.
