Supply Model Of Medical Services And Government Regulation

Since 1980s, Chinese government has started the marketization reform of supply model of medical services for high efficiency. Unfortunately, due to ignoring the character of public welfare, many problems emerged, such as medical resources distribution imbalance, medical expenses expansion and medical corruption, during the process of medical service market gradually established. These facts illustrate that our government has critical defects on functional orientation and governing means on regulations of medical service, which seriously impact on the government's credibility.This article from the empirical study Angle, selecting the U.S. and British government regulation on medical service which has distinct characteristics, compared the functional orientation and governing means on regulations of medical service, in order to ensure the regulation limit and methods. This paper includes six chapters: Chapter 1, the introduction; Chapter 2, reviews; Chapter 3, the British supply model of medical services and government medical regulation; Chapter 4, American supply model of medical services and the government medical regulation; Chapter 5, Chinese supply model of medical services and the evolution of government control since 1978; Chapter 5, Anglo-American countries on medical service supply control model of Chinese government several enlightenment.During the demonstration, this paper recommend the regulation theory and the concept of induced demand, in the way of comparison and combining the analysis to discuss the discipline of government regulation on supply model of medical services. Combined with the United States and Britain government regulation reform process and the reform trend of our country, this article concluded the following conclusions:First, the study on supply model of medical services and government regulation should fully consider the effect of political environment and social consciousness .Due to the government regulation is one kind of governments'action which inevitably suffer political environment and social consciousness deep influence, Chinese government need to combine oneself to reform the medical regulation model to develop the social security system.Second, single supply model of medical services cannot have satisfied the social needs. It cuts both way whether the British establishment with high equity features of the government's leading medical service or the United States to set up supply model characterized by competition of the market leading efficient supply model of medical service. The two countries'medical reform trend both demonstrate that diversification of medical supply model and the comprehensive regulation methods are important to achieve the goal of efficient allocation of medical resources.However, our government should strengthen the functions of purchase and supervision and establish diversification of medical supply model with comprehensive regulation methods; finally to I comply with the world development trend.
