Objective: Far-reaching infulence on sanitary train from some major sanitation policies had be seen. After the "twelfth five-year-plan" have been approved and enforced, new requirements about health manpower was proposed by a series of major policy such as deepening the medical and health sector reform, promoting new-type rural cooperative medical care and so forth. The social needs from the resource allocation and flow of the health manpower force us to explore the regularity between the implementation of the policy and the sanitary train changes. To Investigate a number of the major sanitation policies which were drawed out since our country build up, we analysised 87 of the 12 major sanitation policies that affects the health manpower development. And it was divided into three categories containing personnel management, major reform, education and training. Thereafter, to analysis which is the greatest impact on the sanitary train, we score it from four aspects: specialist judgement, performer evaluation, department evaluation and social benefit. Meanwhile, in order to reveal the relationship between the policy and the sanitary train and provide suggestion to institute policy,we investigated the policy implementation impact on sanitary train combined with the development and distribution of the health manpower policy.Methods: This study is based on documental materials that were acquired through consulting yearbook, China journal net ,CNKI database, network literature, news, the press and so on, reading a lot of literature related to human manpower policy,which included paper, reviews, books, government and the documents of public administrative department, the talk of important leadership, material of relevant meeting, publications and the dark literature in China, etc.The study reviewed the literature related to policy development of health manpower, which provided a theoretical basis for the study . Then formed on the basis of literature analysis, visit the leaders and experts who are familiar to major policy implementation. We interviewed 32 experts from Ministry of Public Health and the Health Department of Hebei province and 15 informants from relevant units, the policy score were obtained subjective- ly.Meanwhile, based on the linear trend of the health workforce since the founding of country, analysis of the distribution of health workforce policies in the various types of linear features in the same period objectively, and explore the impact law and interactions between the kinds of policies related to health workforce and human development of health workforce.Use Microsoft Excel on 87 types health policy to manage data, use of SPSS13.0 software for statistical analysis,includeing frequency analysis, descriptive analysis, H non-parametric tests of Kruscal-Wallis, statistical charts / tables and other methods.Resuslts: On the whole,it can be considered that there is no difference among three types of health policy including personnel manage- ment,maijor reform and education trainning on impact of health workforce development. Obvious tendency changes of human manpower quantity and structure are periodicity influenced preceding the introduction of the health policy in the 5 years.There are interaction and influence between the policies related to health workforce and the trends of health workforce change. Policy recommen- dations should be maked based on the current situation that opportunities and challenges are coexist of our health workforce.Conclusion: There is no difference among three types of health policy (personnel management,maijor reform and education trainning) on impact of health workforce development. Major policy of every historical stage and health manpower influence and interact each other.
