But we have reason to believe that, with the party and the country attached great importance to people's livelihood, with the new medical reform program and measures to promote the improvement of rural cooperative medical care system will increasingly showing great vitality.In this context, China's social security system will fast forward the process of urbanization. In this paper, a detailed study of basic rural health care system and its development and changes of the reform process, based on the background of the new doctors to, through the old and the new rural cooperative medical system in contrast to dig the new rural cooperative medical system kernel, innovation and characteristics of the system itself from the deepening problem of finding constraints and factors, from sociology, economics to analyze and study, combined with some cities in Heilongjiang Province, the practice of medical and health system, from a system perspective on current rural health insurance in China Reform and Reconstruction to think of innovation.Meanwhile, the paper on the key areas of Heilongjiang Province, Qiqihar investigation, survey and case studies of typical and deepen their new rural cooperative medical system in the outcome, the combination of theory and practice more attention on the new rural cooperative model of innovation, the lives of poor farmers and reduce the medical burden of farmers and other issues.
