Rational Thinking About China's Rural Cooperative Medical Care System Reform

The problem of farmers' medical health is a difficult problem which cannot be avoided in the development of China's modernization. The way out is to implement innovation. The purpose of the paper is to think it rationally with the theory of Marxism. The paper demonstrates the history and development of rural cooperation medical system and summarizes the present research condition of academic circles in the field of rural cooperation medical system.Based on the theoretical reasons of the innovation: the theory of Marxism on human reproduction, human orientation, the viewpoint of all-round coordinate and sustainable development, historical materialism on mass viewpoint, the Chinese thought that all the people should love and help each other, the important thought of "Three Represents", the paper focuses on the analysis of the practical significance of the innovation today. The rural cooperation medical system doesn't suit any more. It has caused severe lack of medical insurance in most underdeveloped rural areas. The level of medical health is rather low. The farmers receive unfair treatment in the domain of medical health service. They become the community of being at their own expense on medical health service. Many farmers fall into the miserable difficulty of "being poor returning to poorness caused by disease". The event of SARS happened suddenly in the second half of year 2002 even shows the urgency of reestablishing rural medical health system.The principles on the innovation that should follow are given below: the moral principle and standard of humanitarianism, the principle that we should attach equal importance to both socialistic material and spiritual civilization, the principle that the medical system innovation should synchronize the economy of society, the principle that fairness and efficiency or right and duty should be united, the principle that the cooperation of farmers should combine with the support of the government.The proposition of constructing a new pattern of rural cooperative medical system is put forward mainly in seven aspects: build rural cooperative medical organization in grades; make clear the duty of the government and establish scientific and reasonable cooperation medical system in fund raising; carry out medical insurance system gradually and practically; construct emergency mechanism of public health; strengthen the education of public health; take in the rural worker as a memberof urban medical system; establish and improve the medical health system of the rural old; improve the law and regulation system of rural cooperation medical, thus draws a ideal picture in the future about developing and improving rural medical insurance system.
