It's meaningful to enhance the standard of medical care and health services: First, enhancing residents'medical care and health service helps improving the overall level of national economics, and optimizing residents'consumption structure; Second, enhancing residents'medical care and health services facilitates improving national people's quality, including the level of knowledge and sound development of body and mind; and also contributing raising residents'happiness and belongingness, which is significant to construction a harmonious, democratic and prosperous country. This thesis analyzes the situation based on time series data and cross-sectional data, pointing out four problems: the existing gap between east and west, rural area and urban area; the disproportionate resources of medical care and health services consumption; the poor supply of medical care and health services consumption and people's misunderstanding of medical care and health services.Forth,use American, English and Singapore medical care system for reference. This thesis chooses three typical countries as examples based on fund-raising mode. The American mode features in private institute fund-raising, the English mode features in government fund-raising, the Singapore features on government and private.Fifth, suggestion on improving Chinese medical care and health services. After the analysis of Chinese situation and learning from abroad, four suggestions are putting forward. Fist, improve people's living level and enough income to get adequate medical care; second, construct medical security system with Chinese characteristics to help residents to access basic medical care and health services; enhance market supervision and control, regulate and adjust medical care and health service consumption by social economic operations; lead resident to change consciousness on medical care and health services consumption, emphasize on revenue and expenditure on medical care and enhance people's health level.
