The Context Of The New Medical Reform Of Community Health Services

Community Hygiene Service is one of the main elements of primary heath care, also the basic linkage on achieving goals to access primary heath care for each person. The development of Community Hygiene Service could be the interaction for promoting the comprehensive health reform in our district. It is also the "net bottom" for the construction of public health system. Only by vigorously developing community Hygiene Service, could help to optimize the function, structure and layout adjustment of health care, and direct the resources to the grassroots, and finally build up and consolidate the public health system on the services. In recent years, the central government introduces a series of documents and policies on requiring reform of health services system, and developing Community Hygiene Services initiatively and forming a reasonable and convenient health services network for the masses gradually. Particularly Community Hygiene Service has been highlighted to an important position in the new medical reform. However the deep-seated problems have been exposed gradually during the progress of Community Hygiene Services from Local government. Especially the imperfect of some mechanisms like financial investment, policy direction, personnel training, internal operation, have now been the main obstacle for further healthy development of this system. It is quite meaningful through studying the issues and related influence factors encountered by the local governments during the development of services, and discussing the operation mechanism and proposing a practical recommendations, which could help to promote the development of Community Hygiene Service in a healthy way, also alleviate the difficulties and expenditures for the medical treatment, and build up a harmonies society.This paper carries on a more thorough and comprehensive analysis on the status of Community Hygiene Services in Xishan District, Wuxi City and discuss the necessary and feasible activities to improve the services which based on the development and the comparative analysis from domestic and abroad by summing up successful experience.It also raises up some related countermeasures in this paper like improve the financial assistance, implement strict district health development planning, the revenue and expenditure management, improve the personnel management system, set the appropriate incentives policy to support health insurance and other policies, and develop local regulations and strengthen supervision and management, etc..
