The Studies On The Present Situation Of Public Health Expenditure In China And Its Countermeasures

In recent years, along with economical development, China's level of health services has improved by leaps and bounds, but at the same time, the price of medical service and drugs increase more rapidly which made people feel powerless and frustrated. The gaps of health services between different region and between urban and rural are constantly expanding. The phenomena are closely related with public health expenditures. The research of the present situation of public health expenditure and is beneficial to clear the government responsibilities, adjust structure of health expenditure, change the status of market failure of health services, improve the quality of human resources of medical department, upgrade the rural health levels, enhance the status of vulnerable groups, improve the government regulatory functions, define a reasonable public health expenditure achievements evaluating indicator and other aspects. This text put the public health expenditure as a research object, analyzed the present situation of our public health expenditure, and confirmed the public health expenditure has the obvious influence to the real economy growth, while real economic growth has not generated much public health impact of expenditure conclusion. Then table some policy recommendations in public finance and the reform of health care system.This article is divided into six parts, as follows:The first part is an introduction. The main problem of this article is made in this part, then made a summary of the research background, significance, structures and the major point.The second part is the briefly describes and integrated comparative analysis on the study of China's health expenditure and the economic development issues. Cleared the importance of health investment to the resident health and the economic development, and laid the foundation for further discussed below.The third part is for the status of public health expenditure analysis. Through compares the inputs and outputs of our country public health expenditure with the international major countries, as well as longitudinal compares with our country domestic related historical data, simultaneously carries on the analysis to the public health effect of fiscal expenditure, the author summarizes the question which our country public health expenditure present faces and to the related issues has made the thorough analysis.The fourth part is the theory research on the present of our country's public health expenditure. Unified the real life to analyze in public goods, asymmetric information, externalities, monopolies and other related point, and analyze the fairness and efficiency of public health expenditure as well as the reason which creates those related problems.The fifth part is the empirical study on the present of our country's public health expenditure. Through the cointegration test between China's GDP and total health expenditures by 1980-2006, the author reached a conclusion that they have cointegration relationship. Through the Granger causality test between them can't prove that they have the interaction, and theoretical and practical evidence further confirmed the correctness of the conclusion.The sixth part is the conclusion and policy recommendations. By summarizing the conclusions of the former studies the author find the health problems we faces and the essentiality of the reform and the development of those problems. Combined with China's specific national conditions, the following policy was recommended in these areas:First, clear the responsibility of government to make up for gaps in public health expenditure, and to adjust health expenditure structure. Second, improve the reform of health care system. Third, define a reasonable public health expenditure achievements evaluating indicator. Fourth, continue to raise the level of rural health. Fifth, control raw material for medicine market price through a reasonable way.
