The Study Of The Running State And Policy Of New Rural Cooperative Medical Service In The Minority Area Of Heilongjiang Province

Based on the analyzing and studying of the running state of the new rural cooperative medical service (hereinafter referred to as the new rural cooperative) in the minority area of Heilongjiang province, the thesis explores the various factors which impact and constraint the development of the new rural cooperative, and finds solutions to the approaching problems in the running and developing of it, so as to achieve the social goals that all the farmers wanted—saving money and getting healthy. Thus the new system of the new rural cooperative can be in a sustainable and healthy development, and the rural health system can be improved.The experiment site of the new rural cooperative in the national minority countryside of Heilongjiang Province started from 2003, and launched comprehensively in 2007. This thesis carries on the analysis and the research on the running state of the new rural cooperative through the points of the peasants who take part in it, the government service and the medical establishment, emphatically to the unique factor of the national minority. On the whole, the carrying out of the new rural cooperative has greatly improved the hygienic medical service condition in the national minority countryside of Heilongjiang province, optimized the environment of peasants'seeing doctors, and kept the peasants from getting poor because of medicines and cure treatment for illness. At the same time, it lightened farmer's medical economic burden, which has pulled the countryside residents'healthy distance closer to the cities. However, because of its late starting, as well as the influence of some factors as economical, institutional and outer environmental, the new rural cooperative has some serious defects and the insufficiencies with the aspects of running and organizing, the understanding and the perfecting of the institution, the basic unit medical treatment facility, the basic unit medical personnel, the medical establishment drugs, the movement monitoring measure, the system detailed propaganda and the national medical treatment etc., and all these factors, in some certain extent, affect the healthy and sustainable development of the new rural cooperative. Thus the thesis gets its conclusion: to establish the new rural cooperative's fund raising level, to raise the basic unit hospital service level, to implement the medical service rescue system of the poverty, and to speed up the development of the national medicine enterprise, to enlarge the supervision ability of the new rural cooperative and strengthen the healthy consciousness of the countryside resident, and in the end the thesis puts forward the beneficial proposal for the further development and the continuous healthy operating and running of the new rural cooperative of the national minority countryside in Heilongjiang province.
