General hospitals in our country are government-run welfare of the society. It is very important in achieving the country's basic public health services policy, ensuring people's basic health services and social development, promoting the development of medical advances. General hospitals have about 80 percent of health resources, so the development of the hospital is the focus of the public. The staff is the most important resource of hospitals. It's also the most active factor in hospital development and the main strength of hospitals'variety medical activities. Therefore, a good personnel size is important to the hospitals'development.The main based on the current manpower equipped of General Hospitals in our country is the protocol of general hospitals'human resource which was constituted in 1978. This protocol mainly based on the number of hospital beds for configuring hospital's human resource. It has some practical significance at that time. It became the guidance documents for building a good hospital and improving the hospital's management level and working efficiency. The protocol has already experimented with 32 years. In those 30 years, the health of our country has undergone enormous changes:people's health awareness improving, the demand for health care rising, the health status improving; medical institutions developing to modern hospitals, high-tech medical technology prompting, level of diagnostic and treatment levels having been greatly enhanced. So the protocol has been unable to meet the development of social economy, health technology and the health needs of the people. The desire of all levels' hospitals to re-approve the size of hospitals'human resource becomes larger.Based on the above background, the research group selected 33 secondary and tertiary hospitals from Beijing, Shandong, Jiangsu, Fujian, Shanxi, and Shaanxi provinces and cities which aimed to resolve the following issues:â‘ the human resources situation of our country's secondary and tertiary hospitals;â‘¡analysis changes on the number and quality of human resource of our country's secondary and tertiary hospitals in 1987, 1997,2005,2006 and 2007;â‘¢nalysis of existing hospital into the overall level of efficiency and to seek the optimal combination;â‘£find a reasonable staffing size of general hospitals and to make appropriate policy recommendations.Methods:The research group obtained a wealth of qualitative and quantitative data by using the literature review, field research, expert interviews and other methods. Descriptive analysis, chi-square test for statistical analysis, the close value method and data envelopment analysis were used to analysis data.The major findings:1) The staff size of our country's the secondary and tertiary hospitals increases each year but the total number is not enough. Many hospitals employ people who don't in the system of hospital. Medical staff have many tasks to finish and can not get enough rest.2) Many indexes of secondary and tertiary hospitals in our country have been increasing in recent years, such as the service amount, the workload of teaching and research, commitment to social and public functions and the efficiency of medical staff.3) The input-output efficiency about hospitals'staff and beds has been rising from 1987 to 2007. The development level of hospitals is also constantly improving. But the hospital staffing levels need to further improve on the existing scale.4) Give the reasonable proportion of the size of the hospitals'human resource by analyzing the qualitative and quantitative data, other standards and pre-studies'reports. Policy recommendations:1) The hospital is still under preparation with the basic+ additional.2) Secondary hospitals'basic proportion is 1:1.41 and tertiary hospitals' basic proportion is 1:1.67.3) Additional proportion is divided into teach-research and public functions. The teach-research additional proportion is accounted with the amount of students. The public functions additional proportion is accounted with the average ratio of hospitals'previous three-year data.4) The preparation of the standard will be changed every 3-5 years.
