Summary Of The Sustainability Study Of The New Rural Cooperative Medical System Under The Public Financial Support

The new rural cooperative medical system was issued in the context of the government's efforts to solve the problems about Agriculture, Rural Areas, Peasantry, and to build a harmonious society. The purpose of this system is to protect the basic health care services of the farmers, and to reduce the phenomenon of"poverty","returning into poverty"caused by farmers'suffering from serious disease. The most obvious feature of the new rural cooperative medical system is that the public finance provides clear financial support, and for the first time it clearly committed the government's responsibility regarding to the protection of farmers'right of health. This is also an important reason why this system can be implemented so smoothly and have preliminary results.Based on the domestic and foreign research results, this article starts from the theoretical analysis related to the new rural cooperative medical system, clearly defines the nature of the new rural cooperative medical system; secondly, it analyzes the development process and reasons of the new rural cooperative medical system; and also it evaluates the effect achieved by the operation of representative areas of the new rural cooperative medical system, and sums up the issues that constrains the sustainable development of the new rural cooperative medical system; finally, it gives proposals on public finance promoting the new rural cooperative medical system.
