It is the necessary duty of every country and society to protect the health of every citizen. Preserving and respecting the right of citizens' health is also the symbol of each social progress and civilization. Now China is facing serious farmers' health problems, "farmers are poor because of diseases, and farmers go back into poverty because of diseases". Farmers' health problem is a serious problem that is concerned with Chinese productive forces production and reproduction of countryside and supply of basic producer goods and subsistence means of entire society and Countryside social stability as well as the national long-term peace. Countryside medical service and safeguard question is directly related with farmers' health. Chinese cooperative systems of countryside medical service are related with farmers' health. It passes through several evolutions: there were the achievements, and the setbacks. Since 2002, and 2003, cooperative system of countryside medical service of the new turn has begun. But how about the new systems of countryside medical service, how about the implementation and the effects? These problems are facing us. Researching the innovation of the new systems of countryside medical service is very necessary. This article researches the innovation of the new systems of countryside medical service from four aspects: First, it narrates the background implementation of the new rural cooperative systems medical service: the old cooperative systems of countryside medical service have already disintegrated, but the several explorations were not successful; economic aspects, farmers cannot afford the high expense of medical; at the same time the Urban medical are systems of health care arc completed gradually and the disparity of medical resource distribution between cities and countryside is enormous. Second, It introduces the implementation of the new rural cooperative systems medical service. During that time, we have achieved great success: new cooperative systems of medical service are formed basically, and the farmers are benefited from them. But the paper also proposes three problems; farmers' enthusiasm is not high; management of the funds is not scientific; the responsibility of "collective support" is missing; some local government pursues affectivity blindly.
