Study On Control Theory Applied In Epidemiological Surveillance

Objectives:Some related theories of the control theory was selected as the instruction, to study and resolve the quality control of epidemiological surveillance system(ESS),in order to perfect the theory systems of ESS.There are three direct purposes in this study:First,investigate the characteristics of the epidemiological surveillance system;Second,investigate the quality control measures of ESS;Third,investigate the evaluation frame,evaluation content and index,and evaluation mechanism.Methods:Logic deductive reasoning, inductive reasoning, analogical reasoning was recruited as the methods of this study.Most of reasoning,we selected deductive reasoning,some of them we selected inductive reasoning,a few of them we selected analogical reasoning.Results:â‘ In this paper,24 characteristics of the epidemiological surveillance system were summarized.The epidemiological surveillance system have and should have the following characteristics: importance, necessity, purpose,integrity, organization, planning, long-term, continuity, diversity, structure hierarchical, relevance,flexibility, dynamic balanced, productiveness, usability, controllability, representation,feasibility, effectiveness, accuracy,simplicity,efficiency,compulsory,feedback.â‘¡After analyzed possible problems of the entire process of epidemiological surveillance system,we proposed 27 quality control measures:legal control,system control,demanding control, purpose control,sequencing control,organization control,simplicity control,rational control, feasible control,efficient control,matching facilities control,informationization control,resources conformity control,monitor event's important necessary control,representative control,planed control,sampling control,effectiveness control,spot-check control,level control,transmission control, gathering and examination environment control,jobholders control,tool control, technology control, feedback control,application control.â‘¢The epidemiological surveillance system's evaluation is a complicated systems,the evaluation system should include:evaluation frame,evaluation content and index,evaluation mechanism.The epidemiological surveillance system's evaluation should include:system rationality evaluation,systems operation environment evaluation,system entire process evaluation,system result evaluation four aspects.A set of standard evaluation procession and a perfect evaluation system must be formed,in order to make sure the evaluation is valid.Conclusions:â‘ The epidemiological surveillance system have and should have lots of characteristics,which are not only the principles of epidemiological surveillance system's establishment and implementation,but also the contents of system's evaluation and the target of system's perfection.â‘¡Epidemiological surveillance informations can be false,and mistakes can come from every link of the system establishment,implementation,evaluation and perfection. Therefore,system's quality control should on account of possible problems caused by every link of the epidemiological surveillance system,in order to optimize the systems operation environment,normalize the system process,improve the quality of information.â‘¢The system's evaluation is very important to detect the problems existed in the epidemiological surveillance system's implementation and consummation.During the process,buliding a set of more perfect evaluation system is very important to the system's development.The evaluation system must include:evaluation frame,evaluation content and the target,evaluation mechanism.Among them,evaluation frame is used to answer who response to the evaluation's organization and the related systems,evaluation content and index is used to answer what to do, evaluation mechanism is used to answer how to evaluate.
