All the reforms look like the institutional change; however, they are essentially the integration of the interests. The "New Medical Reform" has been principally passed in 2009 after three years'discussion from 2006. Medical reform is a worldwide problem. For instance, America has gotten some problem in the medical reform. Especially most of the western developed countries can't push forward the medical reform due to the history of high welfare. The China is experiencing the period of the high economy growth rate. On the one hand, the medical and health service has been developing rapidly. On the other hand, the demand for the medical and health service has increased. That caused the unbalanced resource for medical and health service between demanding and supply in most of China. Moreover, the problem of medical is getting server because the medical reform is involved many interest parts and it's very hard to control in the process of the reform."New Medical Reform" has been designed to coordinate the interest of different parts. That will increase or balance the reasonable benefit, reduce the unreasonable benefit. This paper tries to analyze the relative the interest groups including the hospital, patient and government from the point of standard method. This paper has described each parts in detail and in-depth discuss the process of the game among the three interest parts. We proposed some methods to resolve the Medical reform problem based on our analysis. Firstly, we have to admit the existence of the different parts and construct the mechanism of interest expression. Secondly, we have to make this mechanism perfect and increase the reasonable benefit and reduce the unreasonable interest.
